There's not that much to explain here, as the title is pretty self explanatory. I figured, since you can already import texture packs to change the visual layout, why not have sound schemes that you could import as well?

Not necessarily. I was suggesting the implementation for the option to add a sound scheme. If it was already there, and wanted a custom one, I'd ask in the Mods section. I suppose it's an overall matter of opinion anyway.
I know that Notch is adding 15 new records, but custom sounds for the note blocks (and records) would be nice, although I don't see a practical way of implementing it to match the game itself.

It wouldn't have to be practical. It'd just be for fun! For example, instead of having a singular not (or melody) on piano to indicate your mob grinder has gotten you an item, it could be a Slayer guitar solo.

It's called a NOTE block, so only one note. Guitars would be a nice note to add though.

I realize this... I suppose if it did become a Mod, people could be lazy and do that anyway. I forgot to add part of my idea, which was to keep the sounds added limited to a certain time frame.

What do you mean by a certain time frame? You can't hold the notes at all, unless you are trying to keep the notes from getting any shorter than 1/16th notes? Which there is nearly impossible due to torches burning out.

What I mean by that is a set amount of time the note block will play a sound-so people won't add entire songs in their sound scheme, and it will be confined to a single note/sound. I don't know how long the normal notes are, but my guess is around (at max) a half second.
