Ok, not sure if this has been mentioned already but here we go anyways.
It would be easier and time saving if a hotbar item that either is all placed like a stack of blocks, or if uses are all used up, when the item would regularly leave an empty slot perform a quick search of the players inventory for the same item and automatially replace the empty slot with that item or stack. It would be helpful when placing a lot of blocks to not have to replace the hotbar with the same item over and over. Also, if you are mining/digging to replace broken tools of the same type i.e. replacing a stome pickaxe with another stone pickaxe held in inventory. Another effective use would be to replace your weapon while fighting mobs or other players without loosing all control while opening your inventory and replacing with another weapon.
Oh my God yes. Normally I don't like these laziness suggestions, but I would use this so much that I don't give a damn. I have wanted this for a while.
I can't think of a downside to this system if it is implemented, good job.

Absolute support. No longer will I need to place several pickaxes into the hotbar when digging out something massive, or several pork chops when entering the Nether.
Spelling (11/12) - There are few notable spelling errors. Needs no real improvement.
Grammar (9/12) - Grammar is hurt here. Now that you have your idea, hammer it out for flow, punctuation, tense errors, structural errors, and other issues.
Formatting (7/12) - The major focus is here. While you certainly don't have BAD formatting. Organizing your thoughts and improving the presentation will not hurt. Try to improve the flow of your suggestion a bit more.
Originality (1/13) - A major knock, and a disasterous one is that this has already been suggested. When I say, already been suggested, I mean; same concept. The verbage differs, but this HAS been suggested before. Sorry.
Thematic (7/13) - This also isn't completely inline with the Minecraft theme; while it can be made so, I'm split about it.
Usefulness (14/14) - Regardless, this is really damn useful, and is a question of convenience much more than laziness.

You really love going out of the way to critique somebody. It hasn't been suggested in a while so it's not like it needs to be looked down upon.
It's been confirmed and passed by SpitefulFox that necro bumbing does not exist in suggestions forum. The "do not make redundant suggestions rule" doesn't hold much ground if it is interfering with the "no necro" rule...
