Thats why you use Glowstone, lava, netherack and other alternative sources of lighting. I only use torches for long tunnels that need to be cheaply lit. Besides, if notch made torches extinguish after a certain time, I'd never use them again, and use lanterns where I used torches.
@OP: Iron isn't rare at all!
But think about all those noobs whom of which would get helplessly lost because they made a trail of lit torches to find their way out of a cavern.
They would get lost that and if someone made a giant tower and all the lights suddenly went poof!
It would be creeper galore up there!

But a different use for materials in game would be nice, so I'm going to try to make this suggestion at least semi-possible just for the lawls of it. :biggrin.gif:
First, you need a recipe:

This is called a Bow Fire Drill, it works just like rubbing two sticks together; But you get the job done A LOT faster than by creating friction by-hand.
I believe something like this would be more on the line of Minecraft-ish items, rather than two sticks... At least this requires some skill to make. And for the hell of it, once the item is used up, it turns into a normal bow. Also, it should have a lot less uses than Flint and Steel... Maybe half or less.
So, we have 1.) Easy to make, 2.) Refillable, 3.) Less uses than Flint and Steel for balance. But the whole point is really moot when you realize that the Flint and Steel is just fine and Torches are NOT going to go out. (They why did I post... Meh. I was bored.) :biggrin.gif:
