Looking over the Tweets, it seems there will be Shears in 1.7, which will be used for shearing sheep (among other things), and other tweets say animals will be more persistant and wool will (therefore) regenerate on sheared sheep.
My thought after pondering this was, perhaps it might be capable to - in the spirit of the uses of bone meal - give Wheat the ability to, when 'fed' to a sheared Sheep, regenerate the sheep's wool immediately? Perhaps with an increasing probability over (1-4? 1-6?) 'feedings' for the regeneration to occur (i.e. 10% chance with one 'feeding' of wheat, 25% with two, 60% with three and 99% with four?) This would give Wheat another useage and make 'wool farming' something more interesting than 'watching wool grow'...

The wheat idea would allow sheep to regenerate wool faster than they would normally (i.e. by eating grass).

So obviously shears are for shearing sheep.
