Very simplely, Feathers have a way of having no redeeming use. Skeletons drop enough arrows to make feathers, which can be gotten from two mobs, I might add, have little purpose.
My proposition is to make left clicking in the air with a feather make the player double jump at the cost of that feather. If not in the air, you will jump, and consume the feather. You will not be able to double jump. You cant use two feathers in one jump. If you have fallen past the point where you jumped from, you cannot use a feather to double jump, but you can use it to slow you down, possibly subtracting 2 blocks from your fall. This is to prevent jumping from a large height and using the feather to take no damage.
If you are wondering how this has any resemblance to reality, think of flapping your arms. But holding a feather.
This is fully debatable, and I appreciate your constructive criticism. All numbers are conjectural.

I like the idea of using feathers to double jump or increase jump height, but not like this. Maybe some sort of special boots that are craftable with feathers. But the boots wouldn't deteriorate as you jump (jumping is necessary just to navigate the most basic environment in Minecraft, and is therefore way too common to cause breakage) but would act just like regular boots, and would be damaged as such.
