Turttles made of rock, but not just rock. They appear in several forms, namely in the form of cobblestone, smooth stone, sandstone and dirt.
Initially, they look like a small piramide of rock or dirt, but when you get within 7 blocks, they rise up and reveal their head and legs.
They start at the size of the littlest piramides you can have (9 blocks, with 1 block above) but if you give them certain foods, they'll grow bigger, at the rate of 2 extra blocks width per 5 feeding sessions.
F.e. If you feed them wheat or pumpkins, once per day, 5 days on a row, they'll grow from being 3 blocks wide to 5 blocks wide.
They move, but very slowly or very seldom. F.e. 5 blocks every day. This is because, if they grow very large, it'll be hard for them to move around mountains. So it can be done so that they'll have the rol of the Ogre's of Mo-Creatures: They'll hit the mountain out of the way and leave an opening behind them when they are past the obstacle.
Where.
I though about having them in every biome, with each kind to its respective biome, but it can just as easily be so that they spawn in only one kind of environment, f.e. desserts or normal biomes, in order to make them a rare and enjoyable mob.
Usefull because:
Mobility. What if they could carry your home? Or you could build your home in their shell?
They could act as a mobile home and allow you to travel far and wide without leaving the safety of your home. Who knows?
Alternate.
Enemy Mob.
They eat. Not dirt, not rock, but you. They crave human flesh and since you're the only human far and wide, they shall try to consume you. When hungry, they will become more mobile and faster. They are able to snap at you from two blocks away, except if you approach them from the back. They have a long turning-time and it shall be the only moment you can hit them: from behind! Use their slow turning to hit them quick and numerously.
1-per-world-spawn.
There can only be one. And he'll be a pain to find. But he leaves clues. You can hear his roar from at least 25 blocks away and he shall be one size, namely humongous. see him as the greatest mob you'll ever see. But you can still make a home in him, just like the regular idea but then way bigger.
Combo.
he's big, he's lonely and he's hungry. Face him and you'll wish you never bought Minecraft to begin with. Facing this enormous hostile creature is like facing a falling mountain: You can't win, only die.
Misc.
You can perhaps have all three, but with light changes. F.e. if you were to use the Combo-mode, he'll be at least 20 blocks wide and 10 blocks high, made of netherrack and spit fireballs, like the Ghast.
Or, if you use the 1-per-world-spawn, you'll have 2 of these mob at most, namely one in the Normal World and one in the Nether. In the normal world, he shall be mode of smooth stone (the head, legs and normal body), cobblestone and mossy cobblestone (the shield or shell). He shall leave pudles of water as footsteps and will spit waterorbs. In the Nether, he shall be made of Netherrack (body) and obsidian (shell). he'll spawn in or around lava lakes and spits fireballs at you.
As an enemy mob, there may be a restriction in his size. They shall be no larger then 7 blocks and will move at a moderate rate, like that of a zombie perhaps. They only snap at you and don't spit anything, like the other two combos. Their shell is made of mossy stone and their body of dirt.
Life-giving Block aka Spiritus Block.
In this option, you can craft a special block, called a Summoning Block. By forming 4 of these and placing them together in a crafting bench, you create a Spiritus Block. With a summoning block, you can summon a bunck of small Tortock. By creating a Spiritus Block and placing it on top of a small pyramid, you can summon a Gargantock, a 30-block wide Tortock form.
The crafting recipe for the Summoning block will be composed as following:
The Spiritus Block will be composed as following:

You can perhaps also create a smaller version of the Summoning block, that will summon a Tortock of 15 blocks wide, that will be auto-tamed but will not grow.
The recipe for this Block would be as such:
This recipe requires more diamond, but it will save you time and pumpkins (alot of pumpkins) for taming this Tortock. It's the quick and fast method of getting a 15 block wide Tortock.
Additional.
This is an idea concerning pumpkins. It's a small alteration of the current gameplay but I think it can enhance it. It's about growing pumpkins. Instead of just finding them to have more then 6 or 7 of them, you can plant them under certain conditions and grow them.
F.e. They need to be on a patch of grass, on all sides surrounded by another patch of grass, but with a water source within 10 blocks, but also further then 3 blocks (because pumpkins aren't neccesarily water-craving plants, though they need it).
This is neccesary if you want to feed your Tortock in order to make them larger. A pumpkin grows at the rate of 1 per 2 days, so you'll need two several patches with different growing rates in order to feed your Tortock every day. This also makes the gameplay more interesting, because you need to take more values and variables into account (in my eyes, an easy game(qua basics) that you can make more complicated by wanting to do everything, is the most fun game to play).
BlahBlah123 suggested taming them with ores, diamonds and iron blocks instead of pumpkins, since they're continental turtle mobs. What should we pick: Pumpkins or ores/diamonds?
