This topic has been discussed before here, but not get respond too good. Personally I think a triggering arrow can do a lots of good work.
What can it do?
From my imagination, it can do many things. There are:
Press button, it is useful for a hidden button trigger for doors or trapdoors
Press lever, same as button, except it can be used for changing minecart tracks and powered rail behaviour or traps
Destroy torch, useful when want to destroy preplaced torches in a dungeon or monster factory from far away
Trigger TNT from far away, AWESOME!
Hit mobs like normal arrow
And maybe other has more ideas inside their mind.
How to use it?
I think the simplest way to implement it is to make a new kind of item, maybe name it 'trigger arrow' or something like that. Then for every item that has respond to trigger arrow, they are added an event that respond to trigger arrow.
How to choose between normal arrow, trigger arrow and maybe flaming arrow?
Just use the usual choosing method like dispenser. That is to use the top leftmost arrow first, or bottom rightmost arrow first. This way user can choose which one to shoot first.
Recipe?
Dunno, maybe use the same normal arrow recipe except change the flint to leather, or the wooden stick to bamboo.

what about changing the head to redstone? or maybe even changing the stick to a redstone torch? that would make a little more sense than a sugar cane or leather.
I don't know really. I don't see much use for it, except for maybe switching tracks and such. But I wouldn't mind having it either.
I see for the future use, the more mechanism added like pistons, the mode we need for wireless circuit. Using this we can make a dispenser shoot an arrow to trigger switch to trigger further circuit...

I like the general gist of the idea but I think that instead of having to create a whole new arrow for the trigger arrow you could implement the properties into the standard arrow.
It can be that way, but there is two thing that must be considered:
- in cavern, if you accidentally missed mobs and then hit torch that is hardly placed, it can be a problem
- there is highly possible for flame or torch arrow to be implemented, so the trigger arrow can be one among the items, except that notch wants to create flame and triggering arrow as one item
Maybe there will be poll to see whether trigger arrow can be a new feature or a new item...
