Yes, I am aware that this sounds like one of the stupidest ideas ever suggested, but please hear me out.
Appearance - A tnt minecart looks like a storage minecart with tnt instead of a chest
Mechanic - When the tnt is activated, it will wait out the timer (equal to a regular tnt's timer) and then explode. Because it is in a minecart, the blast power is only 3 (1 less than regular tnt).
Activation - It is activated when power is supplied to the block ABOVE the minecart (The visual spot of the tnt). It can not be activated from detector rails, or redstone on the ground (that would supply power to rails).
Reason - The same reason we have regular tnt. It's a completely ridiculous and funny way to kill mobs. Not only that, but it would be a great addition to adventure maps.
Actually this sounds hilarious.... but a really easy way to grief! =/ Stick a cart on someones tracks and boom take out there house or something at the end.
You're taking a minecart deep into a mine, (duh) and you look behind you, at the ever shrinking daylight, suddenly, the top half of a white, flashing block appears, where there was darkness moments before! A minecart, loaded with TNT, getting ever closer! You start praying to Notch, but it was too late... *BOOM*
Much easier than placing a bunch of redstone. And not to mention funner.
I would love to see this in Minecraft.
If they ever create a game mode called "Siege" where you destroy towns and castles, this would be perfect for it.
I think this should be called "Explosive Minecarts" instead of "TNT Minecarts"
Support.
Edit: Perhaps they only explode when they stop. That would make traps a lot easier. Hit the tnt, then it flashes before stopping, then boom. Heh, make a track with powered rails for a circle that doesn't stop, then hit the tnt and push it. Just to freak people out.

Why would be like to destroy our rails and minecarts?
But if you give another use , that have sense i might support this idea. because it will be fun.
The main use of this in single player is really on for humor. But in adventure maps, they can be used as traps; smp also has this benefit.

I know they were added, but still.

I love your idea of Siege , You should probably make your own post in suggestion about this game mode , If it has more detail everyone will love it.
