It is a combination of the Piston, and Regular Hexahedron's Roller and Chute block. Under specified conditions (stated later on in thread), any block (excluding bedrock), minecart or boat will float away from the levitation block.
First, one must craft the levitation block.

This recipe yields one Levitation block.
What does it do/How does it work?
When placed the block will look like an iron block, but with dark red spots on the middle of each side. Each dot is about 4x4 (but a circle).
When an active redstone current is applied to the block the dark red becomes bright red, and the block is now in it's active state.
To get any block to be affected by it you must first right click any side (aside from the top) with redstone. The block will then appear to have red specs on it.
When the block is placed adjacent to an active Levitation block it will move one block away from the Levitation block unless other conditions are met.
Other conditions?
= Levitation block = Air = Any 1x1x1 block/minecart/boat.
Condition 1:
The "soil" would move (remain at it's current height) for 5 blocks to the right. These 5 blocks are each Levitation block underneath the "soil" and the block after it. The block will then obey gravity if it is sand or gravel.
Condition 2:
The "soil" would move 5 blocks upwards. These 5 blocks are each Levitation block, and the one above it. Regardless if it obeys gravity it will stay at that height.
Could be useful but pistons exist ( as mod and they are going to be added in game )

But it is a good idea , but someone thought about pistons way before.
Probably if you add more uses ( that are kind of unique ) it might be a good idea.
