My idea is very simple and very easy to implement: I think that flowers should spread exactly like mushrooms do. However, in order for them to spread, they would have to be on grass and would have to be well-lit (a minimum of level 10 light). However, as this might make natural flowers too common over time, perhaps the overall spawn rate of flowers in world generation should be reduced.
This has been suggested countless times before, but I don't care. I think it is a great idea. It doesn't make sense for only certain plants to grow, and for flowers to be nonrenewable resources. A flower garden would not only be aesthetically pleasing, but it would be pretty useful for dying wool too.
I was also thinking about that until the 1.6.6 update where you use bones to grow a patch of flowers and tall grass. I am perfectly satisfied either way.
You can use bonemeal to create flowers and wild grass on grassy dirt with the new patch. I do hope that a natural way for them to spawn is added at some point (Jeb mentioned rain spawning them at one point.)
