iknow that this suggestion has been posted before lots of times and i have used search.
some of the things that came up was custom paintings and some did post this idea but made it far to complicated to be implemented.
so here is what i think paint should be:
1. firstly they can be made by getting a bucket of water and two of the same dyes you want to use and arrange them the same way to mushroom stew with bucket at the bottom and the dyes on top of the bucket. for mixed colour paint simply put two different dyes in the recepie. the recepie works exectly the same with mushroom stew.
2. you will recieve a bucket with paint in it with the liquid is the corresponding color.
3. th way you paint is the same with flint and steel with 32 durability and you wiil get an empty bucket in return. (no paint brush required)
4. when you apply the paint it will only colour the face in which you applied it on, if it's too complicated then the entire block will be painted. it can be applied to any block type exept non-solid, transparent, anything redstone related e.g. levers, buttons it is however applyable on doors, fences, signs but not ladders.
5. when trying to paint brick blocks you must paint the clay block first then break it then recieve clay balls with corresponding colour smelt in furnace. you will get bricks with same color then craft into brick blocks and enjoy!
6. can not be used on sheep because then people can exploit the paint such that two dyes could give you 2-6 dyed wool whereas paint would give you 32-96 dyed wool. therefore unusable on sheep.
7. milking a squid like a cow should give you black paint.
8. paint can not be applied on sand, gravel or dirt.
so i think it is possible for paint to exist in minecraft because there is a lack of colour in minecraft and colored wool is the only thing that can be coloured differently and grass (different shades of green only)
i know that, that was a benefit to me because now i can clearly explain my suggestions in the future

Yea, I'd like to be able to make paint by mixing dyes with water and then brushing it on walls. Considering the only really feasible things to build with are glass, sandstone, stone, cobblestone (ugly), and wood, this would add some variety.

2. You know you can update the OP (Original post).
the reason why i decided not to apply it on obsidian is bacause it could get very annoying to fix, make one mistake and 15 seconds wasted and what if you dont have a diamond pickaxe?

11.you cant apply paint on mineral blocks e.g. iron block, diamond block, etc.
12. you cant paint on ore blocks and bedrock
13.you cant apply it on pistons or tnt
14. unapplyable on obsidian
15. if you make a mistake and painted the wrong surface, you break the block and place it again but still uses up durabilty of the paint bucket.
