These have been mentioned before and often, but without much elaboration beyond stating that should exist. So to that end...
Storage boats. These would function in a fashion almost identical to mine carts. With one significant difference. The boat can be ridden by the player as well as store resources. The boat should be 2x1 blocks in length and width. The chest could be at bow or stern (makes no difference in implementation), and the player would ride opposite of it.
The recipe would simply be two boats and one chest (boat/chest/boat left to right.)
The main problem I see with this is that it would require an unprecedented interaction from the player. The object would need two kinds of interaction, one to access the chest, and one to enter and exit the boat. If this can be achieved, and I would argue that it's mandatory for the boat to be viable, then this is can be a straightforward and intuitive boating analogue to storage mine carts.
Now I say mandatory, because if you can not both store and ride the storage boat you are left with a boat that can only be used to store resources without a way to move it in a controlled fashion. The only suggestion I've seen for using them in this incarnation is to somehow tie them to a real boat with rope. Much more difficult to program I would imagine as well as more hazardous to control.
How about like this:
Two seperate boats, using rope to connect. Rope is crafted as follows:
Seeds= string.
Then, you right click a boat in the water with the rope, attaching it. Push the chest boat into the rope and they connect. Then you don't run into the interaction issues, and you don't have to take the chest with you all the time.
Oh, storage boat is made the same way as storage minecart, with boat instead of minecart.
