I like this suggestion, fits a mining game just as well as the pickaxe and mine cart does.
Game mechanical speaking placing torches is a way to secure the area to avoid any bad guys from spawning there while you are not around. It's not really a requirement to have high level of light to keep mining.
To balance this a bit, how about having the light source (torch) tied to a leather cap with string. That way the armor rating would be lower, might even be better if it was fully removed so that you need to sacrifice the armor protection to use it.
In addition it could even be made so that if you take any damage at all the torch goes out or the helmet breaks. This way mining by only using your miner's helmet as a light source would mean the risk that you might find yourself in complete darkness surrounded by zombies or skeletons.
Or if it's in a mod.
An Iron Helm with a Light infornt of it.
Creates a Infinite Light source infront of you, while keeping your hands free for another item to use.

Anyway, instead of the torch, maybe the future Lantern, since that will be the hand held, infinite light source.
