Every time there is an update, the server won't work for newer clients, old servers that is. They have less features than the newer client, but they should be able to work together.
My suggestion:
Have new clients backwards compatible and able to use older servers. It'll help a lot I think.
As for bugfixes and such, I suggest using The previous version's code inside the client.
I'm not exactly sure what you are getting at here. I think you're suggesting people who update their minecraft will be able to join servers of an older version. Not a bad idea, if you could get it to work. If you were talking about something else, though, it'd be nice if you re-word your suggestion. The problem is, they're just incompatible with each other, being different versions. It would crash the game when there was a conflict.
I don't see why implementing this would be a problem. Maps from older versions are compatible with newer version of Minecraft. In fact, I remember someone creating a version of bukkit that ran 1.4, but allowed 1.5 clients to connect.
