Okay, before I get into anything, I just want to get a starting arguments out of the way.
1. "Aren't there already enough dimension to Minecraft?"
Well, yes there are soon to be three, but they aren't very, lets say, different. They all kind of function with the same physics, and are technically 'connected' to each other.
2. "Why do we need a new one?"
Just to mix the game up even more. I'll pull out a Halo reference: the 'Action Sack' playlist. A bunch of random gametypes, for those tired of the mainline TDM and CTF formula.
Now, lets get into the idea!
What is it?
The new dimension (at this time my only name for it is the Realm of Change, though I'll shorten it to just Change) is, as the name applies, an area of ever-changing, well, everything. Several types of blocks located there move on their own, some move when hit, some cause their floating island to turn, and some stay put. Change is made up of a mainland, with mountains and the like, and an array of floating islands and continents. Life in Change is quite odd looking, and also hostile. Water flows off islands into enormous seas filled with horrific monstrosities and beautiful life. Some islands rotate, changing the very face that creatures walk on. The main reward of coming to this odd land is that it boasts some highly durable materials, along with powerful healing items, and plenty of diamonds. Yes, plenty of diamonds.
How do you get there?
A good, even great, question! How do you access this area? Well, do to the main connection with change (The places name is change, for gods sake!), a portal or two randomly disappear and reappear constantly. They are made of three "Portal" blocks. It looks like so:
Portal block^
If you punch a portal block, it will break, causing the portal to disappear for a period of time before reappearing somewhere else. Also, a portal shard is dropped.
Shard^
You may craft this and a diamond gem into a portal block. To build a portal, you will need 2 Diamond Blocks, placed on the ground, and either 6 or 8 Obsidian blocks. The portal is formed like a Nether portal, but with the bottom removed, and the Diamond Blocks as the bottom set of blocks. To activate the portal, two portal blocks must be placed on the top and bottom.
What will I see?
What I can tell you is that it will seem to not look, well, right. Floating islands, odd formations, and moving blocks come for some strange terrain. The lighting and look are quite saturated, and night is longer than day. I can tell you, though, it won't look normal. Nothing will.
New mobs
Obviously, Change calls for some new mobs. And trust me, that won't look anything like what you're used to seeing, though Creepers aren't either. So, lets get started on these mobs!

Horror
The Horror is quite common. They can spawn anytime, but are always hostile. They have 2, 3, or 4.5 hearts of health and do .5, 1, or 2 hearts of damage. They spawn in groups of 5-12, but alone aren't very threatening. They walk on their knuckles, and have multiple eyes. To attack, they swing their arms, similar to a Zombie.
Screamer
Another hostile mobs, the Screamer is less common than the Horror. Screamers appear like bluish-purple flying manta rays. They dive down to attack the player, doing 2, 3, or 4.5 hearts of damage. They have 2, 2.5, or 3.5 hearts of health, but move quickly while diving, so are hard to hit with the bow.
Spawn
Spawn are neutral, but will attack other Spawn or the player, but only attacking the player if provoked. They only spawn in light levels more than 8. The spawn has multiple arms, and appears to have no eyes. They attack in melee, swinging all their arms. They do 4, 5, or 6.5 hearts of damage, and themselves have 5, 6, or 7 hearts of health.
Fury
A passive mob, Furies spawn in packs of 5-15. They have 2, 3, or 4 hearts of health, and will always stay with their pack. Furies will attack other Fury Packs if one wanders too close, usually exchanging howls or whoops at each other. They are black with red fur, and have bat-like wings, and so are able to fly, moving two times as fast as the player while flying.
Changling
The Changling is a neutral mob. They do 2-4 hearts of ranged damage, and have 4-6 hearts of health. The main thing that makes them difficult is that they can teleport, using it to get close, where they do 3-6 hearts of damage, or dodging arrows. They prefer to stay back, but will get up close and personal if they are really provoked. They appear as a faceless cloaked figure.
Flamer
The Flamer is a neutral ranged mob, and, you guessed it! They throw fire! The initial damage is weak, but they tend to stay up high and away from water. They look similar to the Horror, but are orange in color and appear to be on fire. They only attack if the player wanders too close.
