Anyways, the idea works like this:
You have a layer of mud on top of a normal dirt block, it appears like snow does when the area has snowed, except, instead of being snow, or snowing, it only happens during the rain and in rainy areas. If a dirt block isn't covered with grass, a mud layer forms on top of it.
Now, mud works in two ways. If you don't have a shovel and you're just traveling over it, you slide around (Like you do on Ice.) So it would have the property of ice for the sliding affect. Next to that, it'll be like snow, where you can take a shovel, shovel the mud layer up, and make mud balls! Then throw them at your friends. Or...that creeper whose been following you.

That sounds like a great idea, hopefully notch really does read these suggestions. It could be quite annoying really but it would make sense to implement it.

I was playing on a multiple-player server (Roleplay one of course), when I was wandering around, the area I selected to build my settlement kept raining and having fierce thunderstorms, aside from nearly dying quite a lot due to Lightning, I took notice in the fact that something was missing. We have grass, we have snow, we have ice, you can take a hoe and 'rake' the grass to get seeds and harvest (plenty of other things.) and, what I noticed missing was obviously mud.
So, yeah, I hope Notch does happen to read these, as it would be an epic thing to add in. (To add onto my idea, you can also use mud as a building material, after you refine it into mud bricks.)

Would you be able to craft four mudballs into a mud block (with the same properties as ice), and if so, would it obey gravity?
In any case, this seems to be an interesting idea, and I support it.
In my honest opinion, yes, it should have those added properties. But, that's honestly up to Mojang, if they happen to cross this.

Slightly feel as if I didn't fully answer the question. In regards to obeying gravity, there are currently two solid blocks that I know of (sand/gravel obviously.) so, adding a third block that obeys gravity couldn't hurt, and would make things a little more interesting.
