Redstone dust & Fuses
Here's how it all works...
Redstone dust only picks up action signals, such as that of a lever, button, pressure plate, etc. You can't set it on fire to begin working it's magic... Also, it isn't as strong over longer distances.
Gunpowder should work when set on fire but, it will fail in the face of any action item that activates redstone dust. Fuses also burn up, like their normal behavior. Fuses also maintain the same amount of power for almost infinite distances
Being the best of both worlds, Redstone fuses are powered by action signals and fire, but will act like gunpowder when activated.
Crafting
Reffer to the key(s) below:

Like any dye combination, putting gunpowder and Redstone in the crafting grid results in the redstone fuse. Basic, giving you 4 since sulfur isn't as common as it currently is.
How it works
Redstone fuses are very simple creations, when activated, they burn up, but leave behind redstone dust(This of course is a 75% chance of occurring). This works for advanced traps, where you can only activate them once, these don't help with circuitry, these make things happen immediately, faster and more powerful than that of what regular redstone is capable of.
Isn't this wasteful
Firstly, you don't lose Redstone, since you will probably get most of it back... In fact, you may end up with more redstone than before due to the crafting recipe. If you think it's a waste of gunpowder, man up, kill Creepers with extreme caution.

for every one you put in you will get 3 back (according to your math :tongue.gif:)
so this is just a way to get free red dust (change it a little)
also mobs standing on the fuse when it is used should get damaged or set on fire

How about have it need 2 redstone to craft, give you 4 det-cord (that's essentially what you've suggested) and have a 50% chance of giving you back a redstone, so that theoretically you'll only be using up the gunpowder.

Couldn't repeaters simulate the effect of a fuse by delaying the redstone signal as much as you want?
Repeaters are reusable, this would be a 1-time activation, as it burns up after use.
Also, I think OP wanted it to be nearly instantaneous, though I believe redstone sends the current as quickly as the game allows at the moment, due to each block having to update before the next can, if you saw some of the first calculators made in Minecraft you'll know what I'm talking about.
