So, rain and snow cover most of the biomes, but deserts can be a bit... dull at times... the weather makes having snow and rain fun and interesting while deserts have nothing... until notch reads THIS suggestion!
Sandstorms!
Some sand particles flowing north over the sands at about 4-5 blocks high would work for the weather condition for desert biomes... and here are some things to consider...
Sandstorms could...
A- Reduce visibility
B- Increase damage dealt / received
C- Slightly reduce the speed of you and ALL NPCs in the area.
Do like! Deserts need weather, and I had this same idea. Except for the "increase damage dealt and received". What up with dat?
I figure that with a torrent of sand whipping around and getting in your wounds and your enemies wounds, .5 hearts more per tick each way from all incoming damage sources to all mobs across the board. It could really help out those cacti barriers, eh?

It could be like the layer of snow but only there during the sandstorm, which would help to decrease visibility as built roads would be partially covered, then once the sandstorm is over they sort of "blow away" with the rest of the sand particulate.
I'm not a fan of the damage dealt/received thing. It doesn't seem to make sense, although getting sand stuck in your wounds would hurt like ****... bah, this isn't realism mode.
By what percentage would the speed reduction be, though?
The speed reduction would be very slight, 5%-10% at most perhaps, you're stumbling against the torrent of wind and sand in the air! Woe betide those caught in a sandstorm unprepared!!
