Let's get at least a 256 colors system block. It would act almost like a painting. Thin, stuck on the side of a block.
It's like skins for blocks.
It can be crafted to 16x16, 4x4, 2x2, or 1x1. Each block is 16x16, so that whole palette will be a certain color (256 RGB or 512 RGB or whatever color system that minecraft can run efficiently on).
4 1x1 blocks can craft into a single 2x2 block. 4 2x2 blocks can craft into a 4x4, 4 4x4 blocks into a 16x16 block. You can probably even import or flash photos into the game with the right tools (aka advertisements for servers to generate advertising rev).
Rather than "sucks" or "good" please rate from 0 to 5 stars, 2.5 stars being neutral.
I like it, you could use it to camouflage blocks by copying a different block skin onto it, that would be especially usefully in multiplayer for traps and disguising you treasure troves, I heard Notch was already adding in customizable paintings though. 3.5 stars

I doubt that could be implemented due to how few bits are available to store "extra" configuration data for individual blocks.
For example, wool and dyes use the extra data bits to store the color of the wool or dye block. I think wheat uses the extra bits to store the growth level of the wheat. Paintings use the extra bits to store which painting is displayed. Tools use the extra bits to store the damage or wear level of the tool.
Unfortunately, there aren't nearly enough extra bits to store what you are suggesting.
