Basically, Competitive NPCs will attempt to establish themselves in their own lands and survive on their own. They must act as another player would, gathering resources and building or digging out a shelter for the night. When another NPC or player attains enough wealth, it gets their attention and the NPC will attempt to raid it for his own gain.
Thus, NPCs and Players must defend against each other as well as the mobs that infest the world. You can attempt to make an alliance with other NPCs or players, especially if an NPC grew too strong. NPCs may also build rail systems connecting to his allies.
Did I mention other players? Yes actually, along with this proposal, you can opt in to allow other players to join your game based on a matchmaking system. You can vote for what kind of matchmaking you prefer on the poll, as well as all other options based on the NPCs themselves.

You want a human that can pretty much do what you can? No thanks. The entire point of Minecraft is to feel stranded. All I need is a bow and a healthy supply of arrows and I can farm the **** out of that "Competitive NPC". Go on SMP if you want other people, and if you can't buy the game.

The problem with adding human-like behavior to AIs is that Minecraft is an exceedingly complex game. Just the pathing issues would be a nightmare to program. How does an AI human figure the quickest path up a procedurally generated cliff? How to look for resources effectively? How to build safe shelter?
It's no coincidence that the current AI in Minecraft can't do anything more complex that hop up and down, and walk right towards the player to attack them. I think designing a program that could act like a human in Minecraft would be far more complex than everything else programmed in Minecraft combined.

Matchmaking based on Statistics will attempt to match beginners with beginners and veterans with veterans.
Friends Only option will require a friend system to be implemented.
Random will remove all restrictions on matchmaking.
