What if oars were added to the game? And it would be cute, if not 100% realistic, if you made oars out of shovels.
Two undamaged shovels of identical material crafted together would become oars, an item that would look like two crossed shovels. Oars by themselves would do nothing. You'd have to click with them on an already placed boat, which would attach them to the boat.
Oars would simply act like a buff to the boat's speed. The better the material the oars are made out of, the faster the boat would go. Perhaps these would be good speed boosts:
Wood 10%
Stone 20%
Iron 40%
Diamond 80%
While in the boat you'd see a damage bar showing how much durability the oars have left. Better materials would last longer before breaking, and only lose durability while you're moving the boat.
Once the oars break the boat would return to normal speeds, and you could attach another set of oars later if you wanted.

Unless reinforced boats were introduced, or you find the rare large body of water, this is worthless.
I've found several large bodies of water. They're not that uncommon.
And yes, faster speeds would require more caution to avoid smashing your boat. But it's just common sense to decelerate when approaching land.
