So would this translate to horizontal velocity as well? Like, if you jump from a few blocks in front of it and land on it, would you be propelled forward 4-6 blocks in addition to going up 2-3 blocks?

It would probably involve perpetual motion, but I don't know about fall damage.
Maybe it halves fall damage of even cuts it down to 25%. I wouldn't want no fall damage because if you jump from 60 meters, it doesn't matter if you have a trampoline or not. Most of your legs (if not more) will shatter.

Perhaps jumping on them from a parallel height causes you to "jump" 2 or 3 blocks, and falling on them from higher distances causes a greater rebound.
