I play on a server that has world guard. The server op uses a feather to define regions. But, here lies the problem: ever so often a player will right click a chest with a feather and gets a warning message from world guard. Then noobies get scared and start asking "what's wrong" on chat. Many other mods use items to control functions too.
Thus, we need useless items to support the modding community. Items that can only be spawned in, this would avoid conflicts between items used for play and items server ops use like in the world guard example.
That would work in our case, but I've played on servers where players could buy spawners to make farms. Useless items would eliminate the possibility of any conflicts.
Wtf are these regions you speak of? Frankly if there is anything that is currently governed by placed items then the focus should be on being able to do the same thing without using the items with some kind of admin command, not making more useless items for this to continue to work.

I can still imagine a server allowing players to buy those items. Creative servers for example.
