So this works like this, right click it on a wire, repeater or torch to "connect" it to it meaning when the connected item is charged with redstone power, the redstone radio will light up. Right-clicking the radio normally will gring up a close-view of the radio, and letting you access several important buttons.
The radio lets you chat with other players! Everyone using a radio, or near one, will hear the chat of anyone using global chat. Once in the radio gui your chat is connected to what chat station you hooked up to. You can switch global chat on and off.
The server button lets you type in an IP address of a server and speak as if you're really there. You can do this to keep in touch with friends while in Single player.
The upper-left corner shows the item you connected to. If it is charged, it will be green. If not it will be red. You can also click on the grey square to access a chat to anyone who also connected with that block. You can make some security desk with a dude there keeping track on you guys, a global army with a safe radio communications.
