Okay guys!
My first item suggestion... I think... Here goes!
My idea is the item: Salt
It could be found near oceans(like clay) in a white block or under the earth...
Irrigation: Irrigation is the rising water in the soil containing salt... Irrigation is prevented by trees being in that certain area. What happens is the trees 'drink' the water and keep the water levels in the earth further from the surface.
Irrigation could make land un fertile, and therefore unable to grow crops or trees (which would encourage the player to replant trees. (I don't think Irrigation is a good idea for the game because it would be very hard for farmers or others if it were to be implemented.
Item: When harvested, I think the salt block should give out a certain or varied number of Salt items(looks pretty much like sugar).
Salty water!
If implemented, salty water could spawn in oceans, and fresh water could spawn in lakes, rivers, and ponds.
You will be able to fish different types of creatures in salty or fresh water.
Salty water will not grow wheat, reeds or certain types of trees.
(Salty water would be hard, and sometimes annoying. Maybe in the game.
Salting the earth.
I particularly think this feature would be cool to make a gloomy dead garden out the front of a haunted mansion for example.
Salting the earth would make trees shred their leaves,(leaving a gloomy mist? probably not!) but leaving the wood blocks.
It would be a simpler version of irrigation in the idea of infertile land... If you don't want people to grief you with saplings on SMP(never heard of sapling greifers!) you could simply salt the earth around you. 1 salted earth block, will take 1 salt item to make(outside of crafting table), and will slightly darken the earth and remove any grass...
Any trees within 2 blocks of a Salted earth block, will shred, and any crops will be killed...
Salted earth blocks could be removed reverted back to normal Dirt block with a water current flowing over it or removing it, yielding a dirt block, and a chance of getting your salt back.
Please leave any suggestions or questions below about how I could improve these couple of items!
I can post pictures later of how a salt block would look near the ocean, and a dead tree.

(Edit) Oh! I almost forgot about one of the most important aspects of salt!
FOOD!!!!!!
Food: Salt could basically go with any savoury food suggestion on the forum! You could add it to Mushroom Soup to Make Salty Soup. You could make hot chips with salt and a Potato suggestion. You could season a cooked pork chop to make it heal half a heart more, or maybe some fish from the salty ocean.
Salt could go with pepper, that could be crafted into a spices item, used to make seasoned chicken breast! The list goes on!
Those food ideas aren't necessarily apart of this item suggestion, but you get the idea!
You have a well documented and well described suggestion. It is because of this that it breaks my heart to tell you that this is this board is pretty saturated with this suggestion already.
There is a lot of work that has gone into this, and I hate to sound like the monster here, unfortunately I cannot always be the one picking roses from the garden, an unfortunate side effect of my position as critic is to also point out the thorns on these flowers so I have to say this; in the future, try to use the on-board search or google to search for topics.
This is to 1) help you support other existing topics and 2) Not feel like you've wasted your time.
All in all, I like the idea of salt, and I approve of the general premise, though it hurts me to tell you that this has already been suggested.
In my experience, Minecraft forum's search engine is not functional...

It is generally a good policy to read the stickies before posting in any website, and this site is no exception. Particularly important to read are the following:
