Basically, my idea is to have a glass block that looks normal in the day, but changes as it gets darker, like those sunglasses that change in bright light.
Looks like normal glass by day, and glowstone-ish by night
It could be made using some mixture of glowstone dust and glass blocks.
I think it would be cool for if you want to make some sort of a building/city that turns on its lights at night.

Another recipe could also be this, and give 1-4 glowing glass.
The recipe could have a block of glowstone instead of the powder
I feel it would be better if this block were harder to make than actual glowstones.
So, a better recipe might be:
I don't see why it has to be glass. Maybe a rare glowing musroom, spawning in dark and deep caves. And it's dye could be used to make glowing wool.
I'm suggesting making glass because it would be a seethrough block when it is light, and a light block when it is dark.
Glowing dye/wool is a whole different subject, please stick to talking about my idea.
Although you can do that, it feels like cheating, and I think what I have in mind would be a bit different.
If all glass were to have light, then it would just brighten up the area around it, right? the glass block wouldn't look any different. What I was thinking is having a block that becomes a bright yellow when it changes to night time. It could look brighter in shadows instead of darker.
Really? Where? I tried to search when I made this topic, but it said to use google, when I did I couldn't find anything but stuff about like, glowing flowers and stuff.
