Then you craft hull on top of the wheel would make a wagon, but you need cows, so you could make a cattle prod, which is two iron bars on top of each other.then, if you right click a cow with it, and will follow you to the wagon, where it will hook it on. Then, you can drive it around.
Also, to make a plow, which will harvest all crops in a row and plant new ones, but will take 5 Minecraft hours. You attach a hoe to a wagon, then if you prod a cow to it, it will harvest your crops.
Why two different components? The components would only be used for one thing each (Or maybe you can suggest more) and would take up unnecessary item IDs. Make everything at once!

This has been suggested before. The problem with vehicles is that A)There is too much water in minecraft to traverse, so vehicles tend to be useless and B)How do you handle this:
Is that a wall next to notch, or a slope? Does the wagon slide up that, or hop up that?
