Any suggestion that has guns, huge explosions, human NPCs or magic in it is a Bad Idea.
Any item that is purely used to make something else is a Bad Idea, unless it is used in several recipes (Stick).
Any suggestion that has been suggested before is a Bad Idea. (Search -> if found bump, else post)
Any suggestion that is purely geared towards making the game's graphics more advanced is a Bad Idea. (This means different textures, models and stuff can still be Good Ideas, but making those textures normal mapped and 4096*4096 is a Bad Idea.)
Any suggestion that is purely geared towards making the game more realistic is a Bad Idea.
Any suggestion that does something which can easily be achieved already is a Bad Idea.
Any suggestion that only works in multiplayer or only in singleplayer is a Bad Idea.
Any suggestion that involves massive engine changes is a Bad Idea.
Any suggestion that involves changes to established game mechanics (water, redstone, AI) is a Bad Idea.
Any suggestion that uses technology from after year 1900 is a Bad Idea.
Any Redstone suggestion that is not useful for all Redstone users is a Bad Idea.
Any suggestion that depends on another suggestion is a Bad Idea.

So, Minecraft has quite a few Bad Ideas already. The Brick Block, Bookshelf and Mushroom Stew, for instance. Not because they're Bad Ideas in themselves, but because nothing else uses Clay, Bricks, Books, Paper or Bowls. Ways to make them Good would IMO be to make Bricks throwable, make it possible to craft Pots from Clay and then put flowers in them, make advanced crafting recipes (dispensers, repeaters, power rails, glass) require that you've crafted a certain amount of Books first (done research and written it down), and make a recipe called Cereal, which is Wheat, Milk and Bowl. Suddenly those components have more uses, and their end products don't stand out as much.

I agree with some of these (magic being the only notable exception just some little hints around the edges of the world not becoming a wizard or anything)
To your list I would add
Any suggestion which adds an use to an item simply to add uses to the item
makeing bricks throwable does not seem usefull to me they would obviously travel slower and shorter than arrows and do as much or less damage. The other items you detail are similarly flawed in my opinion.

I agree. However, most people who suggest one of these aren't exactly the sharpest tool in Minecraft.
