Imagine the table is similar to a crafting table, using the same 3X3 set up. Except that you can put in items in patterns to generate runes for your character. These runes would be consumed upon use, and have a variety of effects.
For example. You take a diamond and surround it with wool, this could create a rune that heals you up to full, and creates light around you with torch intensity that behaves like sunlight, torching mobs.
This system would take a fair amount of detail and planning, but overall would make an exciting improvement that anyone can use if they want.
I personally like the idea of having to (or...BEING ABLE TO!!!) create items specifically for spell usage. See Any edition of D&D or the middle Ultima games.
That being said...I'm okay with this being a game-type only issue, such as adventure mode.
^^^True that, it shouldn't really need a different table. Unless, though, the ability to cast spells required a special feat of some sort. Perhaps, a bit of glowstone might be needed, showing that the player had the gall to explore the nether, and thus the right to cast spells.
Suggest that in Requests and Ideas for Mods. I don't think a lot of people would like that in the vanilla minecraft.
Also, I'm pretty sure there has to be something like that in the mods already. Runecraft. Look for it in released mods.
Also, wool surrounding diamond? How the F would that grant light AND regeneration? Make it Cooked Food and Torches/Glowstone dust. Geeze...
It's all about expanding the game world, you can't expect the game to cater to a niche market and remain profitable without a micro-transaction or monthly billing, it seems the most likely choice is to continue developing the game mechanics and attempting to hook any potential customer with these new additions and modifications. This is all speculative at this time because we can't look into the minds at work here. Also yes there is something out there in mods, I played around with Runecraft, it's very limited, I believe that the developers who spend their days working on the game would have a better system than any mod that could be put out.
As for the spell suggestion, it was simply that. A suggestion, and the resulting effect was more along the lines of combining a golden apple with a light source that had the range of a torch and the benefit of the light actually doing damage to the enemies.

Why would you need a special table for this if it had the exact same number of crafting slots?
Having a separate table for the function of developing a unique set of spells would be cleaner and easier for a developer to put into the game (in my opinion at least), aside from that it would ascetically pleasing to have a altar/table with little arcane symbols instead of a saw and other misc. tools on it.
