The idea of these would be the opposite of a torch, but fashioned in the same way as a pumpkin lamp. The concept being that light shining "through" obsidian actually sucks the light out of an area. Obsidian being a naturally very dark material, and associated with a "dark" purpose (making portals to the nether). Placing these around the landscape would be like placing shadow generators. You could keep parts of a landscape permanently in darkness regardless of the light level. The darkness put out by these would be the equivalent to a torch.
A torch gives out light 14, and mobs require light 7 or below to spawn. The dampening of light put out by a "dark" would be 8, allowing use in full brightness to bring the ambient light value down to a level where it would be possible for a night mob to spawn.
