I don't know about anyone else but i like note blocks and trying to use them whenever a weather system comes through is completely impossible and in my server it seems to happen a lot and was thinking it would be interesting to make some kind of a block that blocks out sound from your building or just revamping code for an already made type of block so that it blocks out the noise. the other easier option would be to make noteblocks use the music volume slider rather then the sound volume slider because the sound volume slider is the one that turns off the volume of the weather. thus you could have the noise of the weather turned off and still have the noteblocks noise on.
I like this idea a lot, but think that it would probably require a special type of door (not sure if iron doors would be suitable) or some such because the regular wooden door is an open-air door, so the acoustics of whatever's outside would still penetrate your sound room. So some kind of way to seal off a room completely would be a necessity to drown out all of the weather, but I think this would be really nice.
What they could do is just add a variable to each block type (something like SoundDampening) and the harder or more dense the block is, the more sound it blocks out. That way we don't need a new block just for this. Idea on how it would work (using Note Blocks):
Ok currently Note blocks can be heard from 48 blocks away. This means that if you are on 0,0,0 the Note Block can be on any block within the range of -47 - 47 along any one axis (Not sure how it works if you are diagonal to the block)
So let's say you are on 0,0,0 and the block is on 40,0,0. You don't want to hear the block, so you build a wall of Dirt, which has a SoundDampening of 1. For each layer of Dirt, the sound can travel 1 less block. This means that your wall wasn't effective, as you were within 47 blocks of the Note Block. So you make your wall thicker and thicker until you can no longer hear the Note Block. You take a moment to admire your handiwork and OH NO!
You have a big, ugly dirt wall that is 7 blocks thick! You decide you don't like how it looks, so you go to a more dense block, Stone. It has a SoundDampening of 3. You build and build until you cannot hear the sound anymore. This time the wall is 3 thick. Not bad, but you want thinner. So finally, you decide to nuke the problem with Obsidian, which has a very high SoundDampening, of (oh idk...) 30. You only need a 1 layer thick wall to block out that irritating sound.
Wow that was an unneeded hypothetical situation. Anyways, Notch would also need to change how sound works. Of course, he should do this anyways. What I'm talking about is Stereo Sound. Most games have it, MC should have it. Basically, any sounds being made will actually come from the source of the sound. This already happens for most things, the only problem is that it doesn't happen in a way that calculates where the mob is in relation to the camera. Meaning a Creeper hiss to your left 5 blocks away sounds the same as a hiss to your right 1 block away.
Being able to detect if a sound is coming from a specific direction is a key element to survival.

I like idea of soundproofing.soundproof a home,room,building or other is the best way for reducing noise.Accoustical materials within the room will improve the sound qualtiy within the room.
