Since we have an explosive for mining, that is nice, but that is the only use for gunpowder is TNT. Many people are opposed to guns or bombs so I have an idea to keep it as a mining explosive, but with more capability.
Unlike TNT these will not go anywhere when hit by an explosion.
One gunpowder
Placing one gunpowder on the ground will create a "fuse". This fuse is ignited when fire, lava, or flint and steel is used on it. It will then set off any other fuses attached to it at a rate of 4 fuses a second. This is the primary way to detonate the other 3 explosoves in this thread, and TNT.
Placing another gunpowder on top of the fuse will make a half block of gunpowder that will detonate with a force of 25.
Three gunpowder
This is the only one that could take some re-formatting of snow on blocks. What 3 gunpowder on the same block would do is it would put a snow-thick layer of gunpowder on the half slab of gunpowder (I believe that snow is placed on the top of the block, and not the slab currently). This would have a power of 35.
Four gunpowder
This would create a full block of gunpowder, and detonate with a force of 50.
What exactly do you mean by force? TNT has a power of 4, creepers 3, and fireball one. Do you mean any blocks with a lesser blast resistance will get destroyed?

It's referring to the blast resistance table. At the block where it is detonated, the blast will destroy any blocks with that or lower resistance.
What is the blast radius? Otherwise it would be handy, sort of like a safer TNT. Would the gunpowder block look kind of like grey wool?

stone resistance to blast radus damage is 30 (cobble and mossy included)
ores have resistance of 15
recorce bloks have resistance of 30
most other stuff has a resistance of 1-7.5

What a fuse would do would simply extend or shorten the time from when tnt is activated, to when the tnt detonates, I see this as useful for such things as; anti-player traps (traps designed to kill other players such as thieves, griefers ect), longer-ranged cannons (cannons have a limited range due to the current fixed fuse time for tnt), and likely several more.
when you set the fuse you would simply get a interface with a set of selectable fuse lengths, ranging from 1/2 second(s) to 10 second(s).
the crafting recipe would look like this... = paper = gunpowder.

TNT moves other TNT making specified blasts impossible. That's the point of this idea, is that you can make specified blasts, because these blocks won't move, along with having 3 different explosive "charges".
