Notch should add a item that lets you see what the weather is currently like. Maybe with redstone surrounded by diamond on n-s-w-e like the clock and compass so you know the weather is like while you are mining.
If you are any kind of MC player, your house will have windows, or even a door, that you can look through before going outside, so you have no excuse for getting mauled when accidentally going out in a thunderstorm. Utterly pointless, why would you care about the weather outside when you are comfortable in your mine?

Well what if you are in your mine and you finished getting your stuff and then you check your weather-o-meter and see it is thunderstorming. You know to stay in your mine cause there may be thunder creepers out there

Well, barometers in real life are used to predict the weather so I assume a minecraft barometer could tell you ahead of time if it is going to rain/thunder storm/snow.
The weather cycle is not planned, it is completely random. Mojang would need to completely rewrite the weather code and insert predictions which is very time consuming; not to mention difficult.
To his credit he did say "What the weather is currently like", so it's not predicting, just displaying the weather as it is.
