The Grid and ICs:
The grid would be a single chunk alternate dimension (similar to the nether) that would allow users to wire more complex redstone circuits into a 2x4 block IC. Each IC has its own grid and would have input blocks and output blocks. This would allow for more compact circuit design to exist, expanding the possibilities of redstone computing.
Possibly have ICs made out of silicon (which you get by compressing sand with a compressor (would use a piston) and then have a low chance of refining it (1/10 raw silicon yields a silicon waffer?)
Diodes:
As a side note it would be helpful to have diodes that don't delay (while retaining the functionality in redstone repeaters)

Is a tenth of a second too long of a delay? That's how long the repeater is with the delay set to 1.
