First off, if I miss spell something sorry, I am a horrible speller.
I was brainstorming about how much I use water for in my builds and how lame it is in game.
So i purpose a few changes. While under water, images are distorted and blurry Waves, this would not be change in the block dimensions or anything like that just water level gently rising and falling when in a big body of water or it there is disturbance which brings us to the next point, Ripples, smaller than waves and go out in a circle. Happens pretty much when ever a splash noise occurs Reflections, self explanatory may be hard to implement but a light shimmering display of objects above water based on your position.
Please comment, your ideas will be added and appreciated.
EDIT: Fast graphics will take away the ripples, waves and make the blurriness and reflections less detailed.
Too complicated if it affects more than one block at a time.
Explain please, lighting affects evry single block at the same time.
No it affects like 100000 blocks at a time and so on... :3
That's true it does only affect only the blocks that are loaded at one time.
Also the lighting has an option for smooth or default to help lag, so I'm going to add that fast VS. fancy affects the ways water is displayed.

Also, I disagree with reflections. It would look pretty odd on sloped water.

Ya i guessing I'm trying to say with the distorted thing is that the water is moving around you and more cloudy under water so that the view is distorted.
For the reflections, the idea with the ripples and waves is that the current of the water would make it too wavy and shimmering to have a proper reflection.
