I think that a "Redstone Block" should be implemented into the new update for a few reasons.
One benefit from use a block instead of a torch, is that the block could carry the current for say 30 blocks instead of 15. Another reason would be to make it easier to power "powered rails" by simply placing the rail on top of a redstone block. If you have any suggestions on what this could do or if it is just a terrible idea, please do say.
Using a redstone block for anything else in-game is just foolish. You can do everything you need with redstone wire and repeaters.
However, I wouldn't be opposed to creating a redstone block for the sake of storage, just like iron, diamond, gold, and lapiz. Using 9 redstone dust on a crafting table could produce a reddish sparkling block (basically a dimmer glowstone with red tint instead of yellow). That block could be placed or stacked to x64, or it could be placed back on a crafting table to give you back 9 redstone again.
The level-10 diamond mine on my main server has given me 10 diamond blocks. This has also produced more double chests FULL of redstone dust than I can efficiently store. I shouldn't have to throw ore away; just let me drop it on a crafting table and make pretty red blocks that take up less space.

Bingo. I support the idea, but only for storage. Anything else is just... frivolous.

The extension to 30 blocks is not possible. The maximum value that blocks store is 15, which is why the limit is 15. Just use repeaters.
Mostly moved on. May check back a few times a year.
