Obviously, the answer is and HD skin, which you should have been able to discern from the title.
It would be an optional feature. Right next to upload a skin, there would be a drop down menu, with none, 32, 64, 128, and 256. I honestly don't know how many people could use a 256, but whatever.
You could upload two of the same skin, but one is HD.
Of course, this would only happen if Notch ever supports HD skins, but nevertheless.
Won't work. How should the Mojang server recognize wehter a game is HD patched or not? It only verifies your log-in data.

EDIT:Sorry for not answering your question. Well, I'm not a coder or a programmer, but I can imagine it can be implemented. Besides, I wrote it would only be useful IF and ONLY IF HD support was implemented.
Why should it matter if the server has you use a certain texture or not? The server only contains data for the map, location of players, connection stats, etc.
It shouldn't have to supply a texture pack for you.
The texture packs are something that you personally use to alter the way you, personally look at the Minecraft world. It's like twenty people all taking the same test in the same room, but with different types of beer-goggles on.
