Do you remember when wolves were added? How excited you were to have a tamable mob, until you discovered it is near useless? Well, I find them a bit useful, but they are plainly hard to control. I've had them spawn under bridges and drown, spawn off cliffs (Funny day), and even walk straight into lava. Did you ever wish you had more control over your wolf? Introducing the Wolfmaster Staff!

It's simple, right click a location within forty blocks and your wolf(s) will go there. If you right click the wolf, it will sit and not be affected by commands until right clicked again. Yes, I know, you can already right click them, but this adds more range... like forty blocks range. If you right click a mob (That sin't a tamed nor wild wolf), all active wolves will attack it. Sure this won't stop them from spawning off cliffs, but it can be utilized to guide them out from under a bridge, or away from a pit of lava.
As for the Shepard Staff:

This can be used for herding sheep. Right click a sheep with this equipped to make it walk five blocks in the direction you are facing. Could possibly work on cows, pigs, and chickens if you would like. This would be a neat little addition, and Minecraft needs more of an early cultural feeling to it.
I don't care to much for the herding myself, but it would be neat. I would raise my own zombie pigmen army by herding pigs into a cage and letting lightning hit them. I would like the main focus of this topic to be on the Wolfmaster Staff, the Shepard Staff is just a side suggestion.

The herding Idea sounds interesting. I would love to start a farm using the Shepard's staff, I mean using the Shepard staff I could have quite a lot of food by starting as I said before a farm. Nice idea. (if my grammar was wrong please forgive me)
I do want to herd animals, but not this way, I hate to sound like a jerk, but I think the "whip" suggestion in my "after the end" is the best i've seen >.>
