It's been suggested, and adding crafting recipes does little to dispute the argument that scuba diving isn't right for MC's world. It's a neo-medieval fantasy setting, and scuba diving doesn't fit that theme
It would be nice to someday be able to go underwater for long periods of time, but I'm not so sure that scuba diving is the correct way to implement it into Minecraft Vanilla. Perhaps the concept isn't truly awful, but the way they are suggested are just too futuristic. Try thinking primitive, then it might work out.

Why would you go underwater? There's hardly any visibility or anything to find. You can already create air pockets with ladders and signs.
Remember: the ladder/sign air pocket deal is just a glitch, Notch is planning on fixing the booster glitch, so only the new powered tracks could work. We need to think, if this has happened, won't we need another way to stay underwater longer? How would we build underwater structures? A primitive 'scuba mask' may solve this, and I'm open to other suggestions, but if the concept could be....'simplified,' maybe it could work out in Minecraft Vanilla.

I built many underwater homes out of glass. Will I not be able to now?
