Basic Overview: This means that water and lava can be drained from areas as well as it can run out. It means that if a pool has water in it and you fill in one of those blocks then the water level will raise, and if it raises enough then it will spill over.
Details/Reasons: My main motivation is the versatility that a volume based water system would give, at the moment water can only flow down, never runs out and has the weird ability to have a freestanding block that has water flowing out from it. The volume system would give consequences to tunnelling into a lake (mass flooding), or having a creeper blow up a dam. On the other hand things like lock's (getting boats uphill) and waterfalls could be made. This idea would work best with a pump/pipe system. There are many scenarios’ that could happen and many new things that could be built. But what about running out of water??? Well now that there is rain, it would be relatively simple to add, say... 1/20 of a block of water to every block that is getting rained on per minute, or something like that. Buckets could be used to transport 1 block of water (as they do now) and a larger bucket: [] = Large Bucket []

could be used to transport 5 blocks or so. Many of these scenarios are for water, but they all would apply to lava as well. When a block is destroyed the water wouldn't spread instantly, it would take time to spread out, and lava would take longer. This means that auto harvesters and mob traps can still be used.
Idea: Pipes and Pumps
Basic Overview: Pipes with a pump system that could be used to transport water and lava from one location to another.
Details/Reasons: Pipes could be used in a variety of ways, from draining an area, to making a fountain, to providing water to a higher area, to making water lock, to making a waterfall ect ect. They should be relatively cheap

They could be placed in a similar way to mine cart track, except in 3D. Possible expansions to this idea might include the crafting of special pieces (T-Junction or 4-way piece) or maybe right clicking them changes them. A pipe not under pressure from a pump would still be able to transport water downhill or uphill if the pressure for the water above is strong enough.
As for Pumps there could be two types, manual or powered, the manual ones would be used by right clicking until the required water/lava had been taken from the other end of the pipe. While a powered one provides a constant flow, with a few settings for power. The pump would simply be a block that is placed upon a piece of pipe, with the direction placed controlling the direction of flow. This would be an easy way to drain areas quickly and make fountains and the like.
