We got weather now, and with it - lightnings that can hit stuff, morph a zombie pigman from simple pigs, or even charge Creepers. And you know what that means? Lighting-conductors!
Thin, 4x4 pixels wide 3 blocks high Lighting Conductor. Every lightning that's going to hit 25/25 block field around it will be forced to hit right in conductor with no "flamy" consequences. But lets thing big from now on...
We'll get 1x1x1 Electricity Condenser. If you'll put Lighting Conductor on this baby and up to 9 Batteries ( for one) inside it, every strike of lightning will power up from 1 up to 3 Batteries, creating Powered Batteries ( from now on ) .
And now we have power of electricity on our hands. And that means:
Electrocart. Pretty fast and, what's most important, powerful. Able to push up to 5 carts up the hill and, unlike other minecarts, can be manually operated to go forward/back.
x6 of Cord. Cords are used just like redstone sand, to create chains. Can be placed anywhere. And, unlike redstone, chain length can be variable and almost endless. More about it below.
x4 4x4x4 pixels wide Bulbs! Bulbs can be placed anywhere: on ground, walls or ceiling. And should be placed on powered cord (between 2 cords) in order to work. Their light level is always 15, but brightness is variable, look below for more info about it.
1x1x1 Generator. Acts pretty much like Redstone Torch on Redstone Sand, but with two differences:
1) You need to put Batteries in it in order to use it. Up to 3 Batteries, every battery can power up 40 blocks long cord. 3 Batteries, and one Generator can be used to power 120 blocks long cord "chain".
2) More Batteries you have, more power you'll get. Lets say we have 120 blocks long line of cord and Generator with 3 Batteries in it. Bulbs on first 40 block will have 100% brightness, bulbs on 41-80 blocks will have 75% brightness and 50% on bulbs at 81-120.

Electric Repeater. Works just like Redstone one.
Relay. Works like a Generator, but it's "transparent" and flat (8x8x2 pixels), so can be placed on walls and ceilings. Holds only one Battery. DOES NOT work if not connected to Generator by cord.
Electric Stabilizer. Placing one on cord line will transfer some power to 40 more blocks of cord. But every Stabiziler will dump about 10% of power, so bulbs on it's chain will be less bright.
Motor Boat. Much faster and much more durable than simple boat.
And that's not all. With power of electricity we will be finally able to create lifts, electro saws, drills, and other useful machinery. Plus, since Notch once said that Torches in the end won't last forever, such devices could be really useful.
P.S. In case someone thought "ELECTRICITY Y U SO HARD": Forcing people to wait for completely random thunderstorm and find diamonds might be hard at some point, yes, but won't it make process of taming such fierce forces of nature much more interesting and intriguing? What's the point to play SMP if you'll be able to get all content in one day?
While batteries were created in the 1800s, they were gigantic. I don't think most people would approve of electricity.
Yup, just like redstone and upcoming enchantments, they were invented and used in... You got the idea. MC batteries should be pretty compact.

About living in biomes with lightning storms. Yes. But thats just like living near the water or caves. It doesn't force you to do it, you just can. It will probably force SOME people to travel trying to catch a storm, and I think this also might be interesting. And if someone doesn't want that, there's always redstone.
You claim this is an upgrade from redstone to electricity, however, it is easier to acquire some iron and at least 1 gold bar, than it is to gather enough redstone to make fun circuits. This means that in your world, punching trees would drop diamonds, and you have to dig to level 1 to get wood.
Also, people WOULD be forced to relocate to another biome, as it is just like upgrading from iron to diamond. You HAVE to mine deeper to get the upgrade and experience the full game.
Also, your comment that redstone is primitive is absolutely laughable. It is based on binary circuits, such as the ones that governs your PC, and every other electronic device you use.
Your suggestion is fuelled by laziness and lack of imagination. Youtube redstone circuits and start learning.
Erm, actually it's much harder to get 1 diamond than 3-5 lodes of redstone. Because redstone is not rare at all on decent deeps, almost like coal.

My way: Make an unpowered generator* and place it outside, put the lightning rod on it and when it gets hit you can mine the block and turn diamond into electricity, kind of like a furnace.

That's why we have planes, rockets, cars, computers and many other things IRL. That's why we have diamond tools in MC. The only thing is that to get those things, you need drop a little sweat for them.

You don't need electric tools, you do have controllable (to an extent) carts, many people have proposed much better lighting ideas that use Redstone (fluorescent lights proposed in a Mercury article) or are independent light sources (Glowstone from the Nether, Lumastone I proposed for the Aether, Jack-o-lanterns, regular lanterns that are in the works, etc.), and I really really don't want planes, rockets, or computers as we know them today in Minecraft. If you want a computer, you can go build a replica UNIVAC out of Redstone; not that you really need one, anyway...
