What it does
1. First each time a redstone charge is added to it, the click meter goes up by one (right click for GUI)
2. Effectively you could leave it there just to be a counter, for what? I don't know, number of kill a mob trap has (Yes I saw that thread), etc. because i'm lost after that
3. In the GUI there are a few buttons.
3.a. The first is a number box (not a button), input a number (between 0-60, 0 mean infinite) and voila, each time it get's to that number, instant reset to 0.
3.b. A toggle able flashing on sort of thing. Basically once it reset's itself, it'll give off a redstone current to adjacent blocks except for the one where it is getting the charge from.
3.c. Count Screen, shows how many times it was turned off/off. There is a reset button there as well. Max count is 1000 before auto reset.
Now to those with no thoughts, you may ask
What does this acheive?
Well for one you could make a litteral clock with this and a few redstone clocks to take the current time it is. You can also use it to keep records, or do something nifty with a pressure plate.

Honestly, I don't like the idea of any sort of redstone 'microsystems'. The whole purpose of redstone, in my opinion, is to force one to create a piece of circuitry out of nothing but wires, switches, and the likes. The concept of pre-made circuitry defeats this.
Imagine if there were redstone pieces for each basic logic gate. building with these premade pieces would be very easy, and very compact, but it would take away that satisfaction of spending two hours figuring out just how to get the desired output from your tangle of wires, and finally getting it right.
I'll have to say no to this.
Besides, if one really wanted to, one could build a 'counter' like the one you described with simple redstone wires, torches, and repeaters using flip-flops for memory.

This counter is a item of help in the form of possible usefulness. This counter can be used for fun, counting, and also is all neatly stored in a box for help. Your counter idea is un practical, possibly impossible, and tedious.
