Redstone can now go up and down on an easy and logic way.
But in you idea, what is meaning the redstone will be vertical...?
The first diagram = vertical wire (for wall placement). Flip that 90 degrees, get a horizontal wire. Plus the corner sections. I get too much redstone as is, so I wouldn't mind the extra needed in that concept. Would empty my chests a bit. Or for easier use, just have a single corner piece and a single straight piece, rotatable via right-click.

And also don't understand why need more redstone for vertical. But yes, if you have too much, why not need 3 red stone to make a "usable redstone" like "redstone gutter" or anything.
The system I said just before it's same system use for torch (red or not) orientation.

Redstone orientation cannot be saved by data values. The data values are used to store the distance from a redstone torch.

Plus, I'd prefer having to use more dust per wire just to cut down the surplus. I get 4 or more dust per block, and on average four blocks or more in a vein. And more veins aren't that hard to find.

Have redstone dust itself useless unless crafted into wires in the workbench:
