A redstone hammer would be a device set at the end of a redstone wire. When power is supplied to it, it would swing once every second. When a repeater is used, you can change the amount of swings per second, or a maximum of 1 swing per 5 seconds if it is on the slowest setting. If you were to stand in front of it, you would take 1 heart of damage each time it swings. If you were to place a note block in front of it, it would change the pitch higher every time it hit, and playing the note.
If you were to place any other block in front of it, it would break away at the block, depending on what the block is. It could also be called a redstone "tuner" because it changes the pitch of a note block. You would craft it like this: being Redstone

I can't imagine what you could do with this. While changing the pitch sounds good in theory, I don't see it being too useful in making songs, and such. And god only knows why you would want to break a block with it. It could be used for a very sub-par trap, I suppose...But again, very sub-par, and you can make great ones with dispensers. It kind of falls flat in each category, it seems.

If there was water above the block, it would destroy the block releasing the flow. You can be thousands of blocks away and when you turn it on, it would break the block. You could be more efficient in making songs; until the notes stop getting higher (i.e. beginning of ode to joy) then you would need another note block. Think about it.

You might want to explain your idea better.
I revised the post into two semi-detailed paragraphs.
And thats where you went wrong.
There really isn't much to add, other than how you could use it.
Yep.
Anyway, sounds like a lame suggestion from just what you've posted so far.
