Currently, there are two neutral monsters in the game: Zombie Pigman and Daytime Spider. Both attack when challenged.
To add more of a tactic towards monster fighting and mob control, perhaps certain mobs should cooperate.
1) Skeletons and Neutral Spiders. Skeletons and Spiders have some sort of connection -- they sometimes join forces to form a Spider Jockey Team. Sometimes there are leftover Spiders and Skeletons in the morning. The Spiders become neutral, and the skeletons remain aggressive. Perhaps if a Spider sees you attacking a nearby Skeleton, he will go berserk and to defend his comrade. Therefore, you must be wary when attacking a daytime skeleton as not to **** off every spider in the chunk.
2) Zombie Pigmen and Pigs. Simply put, a nearby Zombie Pigman will become aggressive if he sees you attacking a pig.
3) Wolves and Sheep. Canines historically make great shepherds. Holding a Bone and Right-Clicking a Sheep with a Wolf following you will have the wolf herd the sheep -- the sheep will stay in front of the wolf. This can be done with up to 3 sheep at a time. Feeding a bone to the wolf lets she sheep roam free -- "rewarding" the wolf with a bone has him finish herding them. Make sure to fence in your sheep before releasing them. This is useful if you want to farm wool.
4) Fish and Octopi. When the player catches a fish, any octopus within 5 blocks will come up and squirt you with ink -- temporarily blinding you for 10 seconds. The screen will look something like the pumpkin hat screen, only with smaller holes.

I'm 50/50 on your ideas. I don't know why, but I just have a weird feeling about them.
ya know pigs dont spawn in the nether and zombie pigmen dont spawn in the normal world

Wolf is not a Monster. There are still only 2 Neutral MONSTERS in the game.
Perhaps the Spiders turn hostile when their burning comrades engage in combat?
