IDEA SUMMARY
I was thinking there could be different levels of rain.....maybe something like this:
Disaster rain > Heavy rain > Medium rain> Light rain
light rain would not cause water to stand in an area but would just dampen the environment. Medium rain would be more noticeable and could fill up an area with water at a VERY, VERY slow rate and. Heavy rain wouldnt take that long to fill up an area with water. Disaster rain would cause massive floods and can leak through certain materials (maybe weaken certain ones?)

Think of it as a 1 block deep hole.
light rain wouldnt fill up the blank area at all. medium rain would fill up the blank area at a barely noticeable rate.
heavy rain would fill it up in maybe 30 seconds or a minute. Disaster rain would fill up the area in a couple seconds.
DETERIORATION
I thought it would be cool if massive rains caused things like leaking in your house for weak materials. I thought block deterioration could play into this somehow too.
If you get a lot of bad rainstorms that keep hitting the same blocks over a long course of time THEN when the blocks reach a certain level of deterioration they would start leaking.(I dont think a block should ever completely break due to rain deterioration though) You could place buckets under leaky blocks, or there could be some kind of sticky material that could fix the leaks (gum?)

I would but the search is down... the title has a lot of slashes in it like: "Natural Disasters: Tornados/hurricanes/meteors/other stuff"
