Well, recently, I came across the quiver page on Minepedia. It got me thinking. Why not bring back the quiver? Now, instead of changing the entire arrow management system, why not use it for mass storage of arrows, kind of like iron/gold/diamond blocks?
So, lets say you have multiple stacks of 64 arrows, taking up your precious inventory space. Heres where the quiver comes in. One quiver=64 arrows. Now before you scream "unbalanced!!!!!", finish reading this post, please.
To actually make the quiver, one would have to have 64 arrows in the first place. So you can't just make a quiver with one arrow and then instantly have 64. Quivers could be stacked(Otherwise they would be pretty much useless).
What happens when I fire an arrow? Do I still have a quiver or does it turn into a stack of arrows? How do I see how many arrows are in a quiver? If I stack two quivers and fire some arrows, does the depleted quiver still stack with the full one?
This is not how quivers should be reimplemented, if they should at all.
The quiver would have a durability, like tools. When you use up a quiver, it either becomes an empty quiver(Which can be refilled by putting another stack of arrows on top of the empty quiver)or just disappears like a tool.
EDIT: To clarify, that means I haven't yet decided if it should just disappear or become an empty quiver.
I think notch should bring back the quiver, but i don't like how your going at it. It should be like it has about 4 slots and then you have 64 arrows on each stack so 64x4=256 so each one would hold 256 arrows and the quivers don't stack

Maybe a quiver can hold up to 999 arrows, imagine the that you can be a machine gunner with this thing...
Or maybe just 99, not as much, but if you had 6 of these in your inventory, the advantage is noticeable.

but then again, i would also like bows to have durability and string to be craft-able from wool. so take it as my opinion.
