So I was watching the Man vs Minecraft video and heard him talking about the quiver. Completely forgotten about the quiver was I. Looking up on the wiki that it is now not used mainly because arrows can stack to 64, so you wouldn't really need quivers.
Which makes sense. So I had a thought.
Why not limit the stack of arrows to say, 32?
Make the quiver have perhaps 2 "inventory space" within the quiver. Allowing a total of 64 arrows, needing at least 1 quiver.
It was a 2 minute thought though. So feel free to flame.
PS: Had another thought when I was making a character skin. Why don't we make the pixels for the head/bodywidth 7 instead of 6? Too many times have I wanted to have a colored pixel in the MIDDLE row yet cannot as it is 6px.
Response: I mostly agree with the suggestion, but it still doesn't make the quiver valuable enough. What if arrows only stacked to eight? Many players would hate that, though...
