I was thinking that there should be other types of stone tools. My two selections were sandstone and mossy cobblestone.
Sandstone tools would be crafted like any ordinary tool. It would have a durability of between wood and stone but have the efficiency of stone. With sandstone tools, you could survive in the desert if you only have enough wood to make charcoal and a workbench. Sandstone tools would appear like other tools, but the gray would be replaced by tan. The best ore it could mine would be iron.
Mossy cobblestone tools will also be crafted like any other sword, pickaxe etc. Mossy cobblestone tools would be a slime colored green (view my avatar) and have the durability of stone, but the efficiency of in between iron and stone. This gives another use for mossy cobblestone, which is pretty useless as far as tools go, though good for building. This would be good if either you find a dungeon near spawn point by coincidence or by a map seed. There is not much mossy cobblestone in 1 dungeon, so these tools would be fairly rare. The best ore it could mine would be gold.
I would support sandstone tools (desert survival?) but not mossy cobblestone tools. There really isn't any explanation towards why adding moss to stone makes a stronger pickaxe.

By balance, do you mean make it totally worthless?

Are you suggesting to make the haft of sandstone instead of wood?
Stone is not rare at all in desert biomes, you just have to dig down about eight blocks and you will hit stone.
As such, I don't see the need for yet another tier of tools and weapons.

Support the Allocator! Find my inventions such as my pressure plate removal detector on the About Me page of my profile.
I'm still looking for more feedback on my configurable Redstone Gate mod. All gates and common circuits (such as e.g. clocks, edge detectors, latches and Flip-Flops) in a single block.
