Ever read Robinson Crusoe? Without access to a calendar, Crusoe kept rough track of his days on the island by making a wooden post, and carving notches (har har) into it to mark the days.
While not a one-to-one copy, here's a similar idea. Introduce one or two of the following: a counting slate, or a wooden post. Both are one-block items (open for discussion) that are placed like any others. On being right-clicked, their damage value increments, causing the block to display an additional "notch."
How many notches can fit on one block face? I'd guess twenty, in tally form (four groups of five), but again, open to implementation. You reset it by destroying it and replacing.
What's it's function? There're aesthetic uses, yes, but also for keeping track of things like how many chests you have filled with cobble (inventories of warehouses), days passed (if you like flavor), particular accomplishments, etcetera. It's not really an Achievement log, just an easy-to-use and simple counter.
I for one would love these for the aforementioned storage inventories-- tallying the number of cobble chests would be quite nice, and placing variable numbers of torches can be ... impractical, to say the least.
It is possible to tally with a sign, you can even have on the sign several "tallies", even more than 4 (4 lines) if you have multiple per line. For example:
Right, but sometimes, simplicity of purpose is better: particularly for things only designed to display certain kinds of data. A counting slate is good for anything that requires a count, and is a good memory aide without requiring altogether much additional coding.
I specificity indicated it is not an achievement counter. Please read the OP as to the particular functions. A tally block has a limited number of possible notches, and is not for stupid things like "how many cobblestone have I mined" or other equivalent stats.
It is designed to be a flavor and mnemonic device for players who want an easier way of storing number notation than using a sign, as well as just something that looks nice.

Still, we don't need a whole new item just for counting.
cuz for everything else there seems to be the wooden post
I'm sorry, but please read the damn post. I've watched this video a number of times, and nowhere does it have the suggestion outlined in the OP, being a player-placed block that increments a simple tally counter on its faces when right-clicked. You find it in the video.

Nor do we really need fences, or even more than one kind of structural block. Very few features in Minecraft are needed, but rather are either convenient or have aesthetic/flavor value. At present, I indicate there's no reliable way to keep simple counts in a convenient manner besides knocking signs off and on walls repeatedly, and while you can argue editing signs would fix that, I also feel that tally blocks have a gritty, simplistic feel that would be at home in Minecraft.
eh, it's just your suggested uses didn't seem to be outside the scope of either the statistics log or a plaque since it offers no way to decrease count or maximum digits, so I also thought you hadn't seen video.

You still haven't read the OP, have you? The OP explicitly indicates that it's not for tracking statistics in Minecraft's sense, and that it's designed to add a particular feeling while being more convenient than signs for storing a dedicated type of information.
did, skipped over 3rd paragraph accidentally. Still is redundant over plaque, sorry. I know, easy to use, you just right click. I'd support an edit plaque without removing it idea, but not just a tally system

Thoughts? (NO, it's not redstone operated)
Cobble chests-7
Porkchop chests-87
Gold chests-2
Gunpowder chests-5
Or whatever you want. However, it would be a lot easier if it was possible to edit signs with a right click of an empty hand.
